I am being charged to file a state income tax return for Florida when there is not state income tax. Does this seem a bit off to anyone else? I wasn't charged anything last year and in fact, TurboTax didn't even print any forms for me to submit for filing.

You are correct; there is no Florida state income tax return since Florida does not have an individual income tax.
The Florida return in TurboTax is only for owners of Florida-located businesses and rental property with assets to report.
Choose Skip State in the State Taxes section. [see screenshot]
If you proceeded past the warning screens, try deleting the Florida return --> https://ttlc.intuit.com/questions/1900608
If you are unable to delete the Florida return, you can simply ignore it (do not print and mail the return).
